Health care organizations must have policies in place to ensure the productivity and well-being of their personnel to achieve this goal. All major policies that affect employees of the entire organization are implemented through executive orders.  Therefore, executive decision-making in any organization is crucial in defining the policies that affect the health and wellbeing of employees (Petrella et al., 2021). Futhermore, employees in healthcare organizations may suffer serious consequences if important policy decisions are not taken during a pandemic. COVID-19 executive healthcare policy decisions are the focus of this study. The hesitation of senior executives to implement these policies may have an influence on healthcare workers. Healthcare organizations experienced a surge in patient needs during the pandemic and employees experienced a heavy workload (Carvalho et al., 2019). The purpose of this study is to

explore the potential challenges of executive healthcare leaders to implement policies to reduce employee turnover and possible financial losses during the pandemic. The research will seek to determine the impact of healthcare executives’ potential failure to implement policies on healthcare turnover rates, the consequences of those turnovers, and impact on financial outcomes. The main problem of healthcare executives’ inaction will be explored in a single healthcare organization through qualitative analysis of executives’ decision-making process.

RQ 1. How does the possible failure of executive leaders to implement polices during a crisis affect the outcome of healthcare turnovers?

RQ 1a. What role do healthcare executives have in policy development when it comes to crisis management?

RQ 1b. What policies are healthcare officials omitting from their response to the COVID-19 pandemic?

RQ 1c. What are some of the primary reasons for healthcare worker turnover during the COVID-19 pandemic, particularly when executive leaders potentially fail to implement policies?

RQ 2. What are the consequences of increasing turnover in healthcare organizations amid a crisis, when executives fail to put policies in place?

RQ 2a. What are the negative repercussions of turnover on the economics and operations of a healthcare organization when appropriate policies are not in place?
