Assignment Details: The Problem Statement
The American Recovery and Reinvestment Act authorized the Centers for
Medicare and Medicaid Services (CMS) to provide incentives for physician and
hospital providers to provide “meaningful use” of an electronic health record
(EHR). These incentive payments started in 2011. In 2015, providers are
expected to have adopted EHRs and meet “meaningful use” or face financial
penalties under Medicare.
You are CIO at a hospital center that is made up of three different locations, each
with a different EHR, with one being paper-based and one that is not a certified
version. You are responsible for thousands of users, two data centers, hundreds
of servers, multiple clinical and administrative systems, and thousands of
devices, including laptops, desktops, tablets, and mobile devices. As CIO, you
are to maintain the existing environment but also reach Stage I of meaningful use
in 12 months. You will develop a project plan and strategy to meet this goal. As
part of the project, you will be part of a team of up to four people who will serve
as the board to which you will present stages of your plan throughout the course.
Each board member will complete his or her own plan.

Assignment
Health care CIOs provide support to multiple stakeholders, including the clinical care team (physicians, nurses, pharmacists, radiologists, medical technicians, etc.), administrative support (billing, medical records, nutrition), and patients. They are also responsible for regulations for e-prescribing of controlled substances, FDA device safety requirements, 5010 implementation, ICD-10, HIPAA and other privacy rules, and meaningful use stages 1-2-3. It is not uncommon for a health care CIO to be responsible for multiple hospital and ambulatory care facilities and multiple electronic health care systems across different locations.
The Centers for Medicare and Medicaid Services (CMS) announced on July 16, 2012, a rule to implement provisions of the American Recovery and Reinvestment Act of 2009 (Recovery Act) that provide incentive payments for the meaningful use of certified Electronic Health Records (EHR) technology. The Medicare and Medicaid EHR Incentive Programs provide incentive payments to eligible professionals and hospitals as they adopt, implement, upgrade, and demonstrate meaningful use of certified EHR technology. The Stage 1 meaningful use objectives are grouped into the five patient-driven domains listed below:
Improve Quality, Safety, Efficiency
Engage Patients and Families
Improve Care Coordination
Improve Public and Population Health
Ensure Privacy and Security for Personal Health Information
