Good start on the first draft of your proposal. Here are my comments and suggested revisions. Continue to build on this first draft. Have team members review and revise and build on each of their respective sections where appropriate. You may want to include an estimated annual cost in dollars for the lack of or mistranslations (leading to misdiagnosis; what’s the cost?), as it argues for the translation service – which will help improve the efficiency, effectiveness, and quality of health care services. You may also want to point out (discuss) in your proposal (and show in your CBA) that an effective and efficient translation service leads to an increased use of health care services and thus more time with the provider – which translates to increased cost (estimate how much; see your reference Shamsi, A et al., 2020). You have to show that such an increased use should also lead to increased quality of care and outcomes which saves medical dollars long-term (estimate cost savings; consider decreased ED visits, patients are educated and empowered on self-care, more frequent follow-up visits, others?).
Include a Reference section to add your growing list of cited references, as you continue to build your proposal. Continue to do your best work!
